Government portals are the unsung enemy of every job applicant, college student, and visa applicant. They demand a PDF, then reject it because it's "too large". The size limits aren't documented anywhere consistent - you find out by uploading, waiting, and failing.

Why portals enforce limits

Tips for cleaner scans
Before compressing, you can shrink the original by:
- Scanning at 200 DPI, not 600 (forms only need 200)
- Using grayscale or B&W instead of color
- Cropping out white margins before scanning
A 200 DPI grayscale scan of an A4 form is often already 100 KB without any compression.
Common mistakes
- Compressing twice - repeated compression amplifies artifacts. Always start from the original.
- Wrong target - if 100 KB makes text unreadable, try 200 KB. Most portals accept slightly larger files than their documented cap.
- Combining BCS docs into one PDF - many portals want each document as a separate PDF.
